Public News Diablo Bugged Chars

I'm not gonna name any names, but I've noticed *most* of the Diablo users here are bugged, despite the rules of OD... I talked to 'em about it, they responded that it's in case they have a Diablo war with other clans and they will most likely be bugged, too. But since it IS against the rules, what should be done? (sorry if this would be considered not worthy of post space, but I thought it was)
